The BEACON is a BLE technology that permit to send a broadcast message to all the smartphones that are in the range of the BLE.
BEACOM is unidirectional, this means that there is a BEACOM station that send a message to the smartphones but is not possible that the smartphones send a message to the BEACOM station.
BEACON transmit continuously its messages.
